I had made a thread asking this question on the old StepMania forums like 5+ years ago when StepMania 5 wasn't even a thing yet:

Back then, it seemed like it was flat out impossible to implement such functionality in SM3.9. However, since SM5 now has the ability to universally adjust the in-game music volume, it seems like it would technologically be feasible to be able to do the same thing but on a per-song basis (perhaps by even using the replay gain offset value directly with the "in-game music volume" function).
But another big issue was that SM3.9 also did not support reading metadata, and I couldn't find any information on whether SM5 has this capability or not...
