Try right clicking the device in that menu, uninstalling the drivers, unplugging and replugging. If you just recently upgraded to 10, and the pad worked previously on an older version of windows, and this doesn't fix the issue, it may just be the device is no longer supported.

the problem is that a load of older pads like this one (I have it myself) doesn't have the device defined so windows 10 has no idea how to use it, I tried using xbcd to make it work but it didn't for me, you can try it out if you want, there is also xbcd 360 which is for xbox360 pad like newer redoctane but also that doesn't work, what I did was get a ps2 to pc adapter and use it that way, seems like the only way to make it work, I use the Super Joy Box 5 Pro which I recommend, seems like the only way to make it work, sorry :<

Pretty much any official mayflash adapter will properly support dance pad, so a PS/PS2 to USB adapter from mayflash would probably be the easiest solution, because I can almost guarantee there won't be a new driver created for the redoctane pads because the company no longer exists, thanks to Konami >:(

Hi Akayomi,
maybe, I could help you, because I have a very similar pad (the same print on it, but more connectors) and the same problem under Linux Mint 17.2, which I have solved these days.
To the history, I had used this pad in the past on WinXP without the problem, but on Win7 some years later no success at all - exactly as you have on your picture, so I have put this pad aside and forgot on it till these days, when I plan to use it again with my children.

Nowadays no Windows, but the same problem with "USB enumeration" under Linux. It seems to me, that it has something to do with compatibility of this USB 1.1 device (pad) under USB 2.0 host (computer). So I take an USB hub - I have only Belkin F5U407 at home - and plug it between the pad and the computer. From that moment the pad starts to work - "enumerate" itself correctly as joystick. And because joystick is the HID it does not not need a special driver - it is valid for Linux, Windows, ... so I think, that you have the chance to use this pad too. (I am sorry, I do not have an access to Win10, so I can not test it for you.)

Last remark. Under Linux, I have problem with mapping the pad buttons inside Stepmania (there are repeatedly messages from empty pad). To solve this, I select the Advanced Input menu, with Test input option and start to use individual buttons. On the screens I have seen messages as "Joy1_B8 - not mapped", Joy2_B10 - not mapped", ... I have noted these "Joy1_B?" on the paper together with the corresponding mark on the pad. Afterwards I have exited Stepmania and manually edit its Keymaps.ini file. Now I am able to dance - at least from the technical point of view ;-). The last remarks:
1) Joy1_* can be somethimg else on Win10, but you are able to solve it with the help of "Test Input" menu of Stepmania as described above
2) I do not know, where Keymaps.ini is placed in Win10, so you need to locate it yourself, but it has to be somewhere (I am sorry again, no Win10 to test it for you)

P.S.: Edited lines in my Keymaps.ini are:
1_Down=Joy1_B2
1_Left=Joy1_B1
1_Right=Joy1_B4
1_Select=Joy1_B10
1_Start=Joy1_B9
1_Up=Joy1_B3
1_UpLeft=Joy1_B7
1_UpRight=Joy1_B8
