I just spent about 4 or 5 hours getting my authentic xbox 360 konami dance mat to work with my computer which is running win 7 (32 bit), and I'm pretty competent with computers, so I think it's only right that I make a guide for this thing so that others don't need to struggle so long.
To save yourself a lot of wasted time, it might be best to read the whole guide before you get started (it's super short, don't worry.) I got a couple bluescreens and was worried that I killed my computer in the process of trying to get this mat to work. So, as with all experimentation, you should definitely create a system restore point before you start messing around with all this. If you don't know how, google it! If you can't figure out how to make a system restore point, then you should not try to do this, because making a system restore is much much easier than getting a dance pad to work.

Some of the things in this guide are the same as what Zeeth says, some are different.
First you need to get stepmania up and running, and if you're like me and get an error that says something about mscvr120.dll is missing, you'll need to install this thing from microsoft --> https://www.microsoft.com/en-us/download/details.aspx?id=40784
(It should go unsaid that you should never download .dll files from random websites, that's like walking around a bad neighborhood trying to buy drugs from strangers.)
STEP 1 Once you've got stepmania running, next is to setup XBCD:

STEP 2 Run the install exe AS ADMINISTRATOR; install XBCD
STEP 3 This is the most difficult step.
Go into Control Panel, then to Device Manager. Find the device called "XBOX 360 Controller for Windows". It is NOT the one called "HID-compliant game controller" under the Human Interface Devices tab. I found "XBOX 360 Controller for Windows" under a tab called "Microsoft Common Controller For Windows Class". (In Zeeth's Windows 8.1 guide, "XBOX 360 Controller for Windows" was in a different tab. You might have to look through other tabs to find it.)
Once you find the "Xbox 360 Controller for Windows", right click it, select update driver software, do "browse my computer for driver...", then click "let me pick from a list of device...", then click "Have Disk", then choose the folder ...\XBCD\Driver (which will be in whatever directory you installed XBCD into.)
After it installs the new driver, the player 1 light should turn on on your dance mat (assuming you have the konami xbox 360 mat)
STEP 4 Everything is pretty much done. Now all you have to do is open the XBCD Setup Utility (as administrator) from the start menu or installation directory, and when you open that up it should detect your dance mat. there are some layout options in the bottom left where you can choose the dance mat preset.
You will need to complete these steps again for any additional mats, even if they are identical models.
Additional Notes:
In zeeth's guide he had to disable driver signature enforcement. I didn't need to do that. In fact, when I tried to boot without driver sig enforcement, nothing worked, I couldn't even open the start menu, everything was frozen.
