DB9 to USB questions

So I bought a friend's old redoctane metal pad (4 panel) to use with my pc and for some reason I can't seem to get stepmania to recognize it.

It has a DB9 plug which i connected to a USB converter but I'm not getting anywhere with it. Is there something special I have to do with the pad itself?

The DB9 plugs on those pads go to pad-specific control boxes. If you can't find a control box for it, you'll need to wire it up to some other controller board.
