I don't like Stepmania 5. It's just not the same as 3.95. Does anyone know where to download the game? (please don't mention stepmaniaonline, as it no longer works for some stupid reason).

Use the URL stepmania-online.com instead of stepmaniaonline.net and it should work.
Or alternatively use a build of 3.95 that isn't buggy as shit if you really have to

The EXE will be inside the zip if you extract it somewhere. Look in the "Program" folder.
