I was always eager to know.

Let's say we have JudgeWindowSecondsMarvelous=0.021500, as in In The Groove.
Does that mean that we have 21.5 ms of "marvelous time" both before AND after an arrow, or we just have 21.5 ms cumulatively (so 10.525 ms BEFORE and 10.525 ms AFTER an arrow)?

Yes, it means there's that amount of time before and after the the arrow. W1=21.5 is a total of 43ms for that window.
