What happened to Stepmania tools?

I've read that it's not available in v5 and up, but why?

If it's not compatible, then could I get a WORKING link to a 3.9 download?
Sourceforge doesn't work and the old site's downloads aren't doing anything as well.

StepMania Tools only seems to compile on Professional versions of Visual Studio, so it's really lagged behind. No replacement has been made, either.

I'm sorry, after about 40 or so minutes of trial and error after I made this post, I finally managed to put in songs of my own choosing into Stepmania.
I was looking for the tool so that I could have it convert the songs for me, since every song I had tried to add wouldn't show up on the editor. But I found out that I needed to change the name of the mp3. I'm not sure why, but that's what enabled me to make my own stepcharts on the editor.
