Hi; you need to make a new folder inside the group you want the song to be, and just put the .mp3 or .ogg file in there.
StepMania will recognize it as a new simfile, but you have to edit the steps for it in Edit/Share.
Not sure if this is what you meant, but I guess this is how one creates a new song for SM.
