Except that it loads songs just fine for everyone else.

I Am installing stepmania 3.9 on XP pro 32 bit today and installing all my old packs first then new packs later see if it works.
Only my old packs work on the new stepmania (SMZIP)
Please can anyone help me.

At this point, I have no idea what's going wrong for you. You said you installed Beta 4 outside of program files and that you put the songs in %APPDATA%/StepMania 5.0/Songs/, and that should have worked.
