I don't understand the Stepmania scale enough, I guess.

I would have rated it as a 13, so how hard is a 11, 12, 13, 14, and 15

It's sort of arbitrary. A 5 is noticeably harder than a 4, a 12 is noticeably harder than a 11, etc.
