I am now in the process of constructing a complete SM3.9 and SM4.0 theming website hosting themes, announcers, dancing characters, song packs, and noteskins. I am looking for worthy moderators for my forum and people who r generous enough to donate packs for the site. I will provide your name and a link to your website (if requested) on the download page. To link me to any of the above mentioned items simply put a link in this forum or push the upload button on my forums.

Update. The site is coming along very quickly and I'm getting more pages up each day. I don't have many themes up yet, but they are coming soon. I will need other peoples help getting the word out. Post link on other forums and let people know that about the site and get the forums moving with lots of links to themes and announcers. If you need a place to upload use http://www.bestsharing.com

I scan all uploads for viruses im not stupid

that doesn't matter at all, websites don't get hacked due to viruses (99% of the time).

I'll make you one as soon as everythings set up. It's been a while since i've used phpbbfm. I remember most of the features, but not exactly how to use them.
