Is it possible for there to be characters dancing the way they do on DDR SuperNOVA, with the stage and all? I do know that it's possible for there to be dancing characters, but it looks like the characters are dancing on top of the BG. Also, the characters on DDR make the screen look more full*, whereas the characters in SM look like they're just there without a point.

*couldn't think of a better description.

Yes, someone has done it, and I think it would be difficult, but possible right now. Also, up until SN, what SM does is exactly what DDR did.
