I'm absolutely, completely unfamiliar with CVS and these other concepts, and I don't know where to start...I have a few code changes in the making that I'd like to submit to the main code tree when they're finished, but I have no idea what the process is like. Any help? :)

There's some tutorials for getting started with CVS on the Developers page:

I suggest using those to get WinCVS and Visual Studio up and running because you'll need those working first in order to submit a patch or commit your changes directly.
