Sure; most of them probably were made in oITG. :)

Thanks MaxX, I've been desperately trying to find more information about oITG and it's been pretty rough as many of the online communities seem to be barren, I might have to just do some trial and error with the program, but finding simfiles might prove difficult with all the broken links.
