[3.9/3.9+ Noteskin] Note+ update with note-colored holds/rolls

I just finished my first little noteskin project, so I'll share it with you all. Note+ is a pretty cool noteskin by Arch0wl with more animation frames than Note, so I gave it a little more oomph. Here are the changes:

-Added files for note-colored holds/rolls in 4 or 6-panel mode.
-Resized UpLeft Tap Edit Hidden 4x1.png (from 3.9+'s Note) to even dimensions.
-Lengthened tap note animation to 4 beats.

It is a good noteskin, but you must change this "blinking". It hurts my eyes. Few more songs and user will end up with epilepsy attack.

I increased the tap note animation length from 1 beat to 4, so you shouldn't get any blinking unless you play a lot of Max-style simfiles. If that's the case, feel free to change the value in the metric file from 4 to 8.
