Define 'create'. Do you want to add a modifier to a theme? Use it in a course? Create an entirely new modifier?

create an entirely new modifier, ex: something that makes down arrow shifted 1 step below, up 2 step, and right 3 step. If you're familiar with DDR SN 1 and 2, you should familiar with this too.

You'd have to modify the Stepmania source code plus know a fair amount of C++, and that's not something easily done if you have no programming experience.

I just have a little experience on Visual Basic. :(
    Why I can't multi-quote?

Can't this be achieved at least approximately by certain percentages of alternate, centered, and cross in the right combination? (If so, I'll need help from someone else to explain it better.)
The problem is that the world is run by neurotypical businessmen who just want to see results now.

Making custom mods? Nick, AKA WinDEU could help you there. xD

And I still can't pass MAX 300 on Heavy! e_e

Already possible. x% Split, x/2% Alternate.

x = whatever number you want, as long as it's below 66%.

Harder one: Shifting down arrow A steps, up arrow B steps, and right arrow C steps? (Like creating a equation about A, B, and C.)
    Why I can't multi-quote?

Oh yeah? I use x=40% and:
    1) The down arrow is slower than the left arrow.
    2) The up arrow is slower than the down arrow.
    3) The right arrow is REVERSED!!!
