I found a download for every DDR song for stepmania, and was just wondering, would this be legal to download? If not I won't download it for fear of getting sued.

You most likely will not be sued.

However, this is technically illegal unless you own the full data for the songs in some other form. (a DDR game)

I am sure that you are not allowed to download the songs even if you do have them in another form.
