Never mind, the fix was installing the previous build.
Go and get the Visual C++ 2005 redist runtime package, that should solve it.
Or, if it's installed, go find a copy of MSVCP80.DLL from another program and copy it into the Program\ folder of your StepMania installation (sometimes not a good idea I think, but it may work).
Is that a time signature changer I see in the editor? Very interesting... is it functional at the moment?
Also, I'd have to say the note skin is a step backwards from the last one.

I originally posted a report of these bugs in this thread, but I eventually deleted the post to move the content to a separate thread, where I thought I would get more attention. Summary:
1. The CPU player sometimes(?) drops holds if the song has a stop.
2. The functions of the ScrollRandom/ScrollRoulette theme metrics are transposed, and they have been since at least 3.9. (The fact that this issue existed in 3.9 was discussed in the 3.9+ thread, but I can't find the exact post right now.)
The problem is that the world is run by neurotypical businessmen who just want to see results now.
Just like in past releases, if you get a miss combo and then a normal combo, the word "misses" will not disappear for the normal combo.
I've finally fixed that, and it'll be in the next release.
