Yeah, it's definitely down, even still. However, I found that even though the website isn't working, you can still download all of the songpacks on it from here:

Phew! Thanks! I was looking everywhere for a different place to get packs but none were as good as stepmania online. I can now go to sleep knowing I have some place to get more stepmania packs.
